Centralizing operational (non-core) functions in the Samruk-Kazyna JSC group of organizations into the shared service center based on Samruk-Kazyna Business Service LLP
Due to the deterioration of the economic situation and the need to increase the efficiency of the key business by optimizing expenses not related to implementation of the key activities of Samruk-Kazyna JSC and the group of companies. Based on the concept and experience of international holdings in establishing a shared service center, on May 28, 2020, the Modernization Council in the Samruk-Kazyna JSC group of organizations (hereinafter - MC) decided to approve the transformation program in order to implement measures to centralize operational (non-core) functions into the shared service center on the basis of Samruk-Kazyna Business Service LLP (hereinafter – the Partnership).
According to the measure on Centralization of Operational Functions into the shared service center (hereinafter - SSC) implemented within the framework of the Transformation Program of the Fund based on the Partnership, a list of centralized functions was defined with the division into implementation stages.
At the first stage of the SSC measure, a direction was formed for administrative and economic support, transportation of employees, written translations and organization of procurement. 15 companies located in the building of Green Quarter BC were included in the perimeter.
On January 26, 2021, the Head of State at the expanded meeting of the Government of the Republic of Kazakhstan instructed to extend the experience of Samruk-Kazyna JSC on centralization of auxiliary functions, such as accounting, HR, procurement and others, to the public sector.
At the moment, the SSC based on the Partnership includes such areas of activity as:
